December 25 is on OPM's federal holiday schedule and every federal office closes. It's a fixed date, so the weekend rule comes into play: a Sunday Christmas closes offices Monday December 26, and a Saturday Christmas gives federal employees Friday December 24 off.

That Saturday case is the one to watch, because it runs opposite to the banks — the Federal Reserve leaves the holiday on Saturday, so branches are open on December 24 while federal offices are closed.
