Federal offices close on all eleven federal holidays on OPM's schedule, and unlike most answers on this site there's almost no grey area — one published list, one rule. It covers the offices people actually need: Social Security field offices, IRS taxpayer assistance centers, passport agencies, VA regional offices, and federal courts, which mostly follow the same calendar apart from the occasional local closure. Days that aren't on the list are ordinary workdays, including Good Friday and the Friday after Thanksgiving. Post offices are a separate case — USPS keeps the same eleven holidays on its own schedule.
The weekend rule runs the opposite way from the banks'. A holiday that lands on a Saturday moves back to the Friday before for federal employees; a Sunday holiday moves forward to Monday — so there are Fridays when the bank is open and the passport agency is dark.
